I've been trying to reinstall Arch today.
It doesn't seem to matter what mirrors I enable, after the first few packages come in at ~500K/s the next few drop to ~50K/s and a few packages later it goes to 0K/s and I get the following errors:
Error retrieving *package* -- FTP timed out
Error retrieving *package* -- no connection record
If I stop pacman, delete /var/lib/pacman/db.lck and try again, I get the same errors immediately.
I've tried all of the mirrors listed for Canada where I'm from, as well as the ftp.archlinux.org mirror listed under USA.
I can connect to the internet. I can ping google.com, yahoo.com, archlinux.org, et cetera, and get responses.
I'm posting this from my Mum's laptop and the other 3 computers in this household that run Windows have had no connectivity problems in the last 48 hours -- I would know as I'm the resident geek that gets the "THE INTERNET IS DOWN" complaints.
The only thing I can think of is that maybe my ISP has somehow throttled our connection. Tomorrow is the end of the month, and I'll place a call to my ISP and make sure this isn't the case. On Saturday the 1st of October our download limit resets so maybe that will fix this issue? I'll keep everyone posted over the next few days.

This could be due to network issues, not mirror or arch related.

I'll be resetting my router tonight and phoning my ISP in the morning. Thanks for the quick reply twilight0.
The weird thing is 2 nights ago I installed Arch and I got straight ~500K/s for the entirety of the install.
Also someone on another forum has informed me ftp.archlinux.org is throttled @ 50K/s. Good to know.
