hello,I want to install the drivers nvidia-260.19.36-2 on a graphics card Geforce GTS 250, Now a version of nvidia 280.13-1

According to that you are going to have to roll-back to the old kernel. This could cause some issues depending on what else you have installed .... could mean tons of out-dated packages being needed.

you know why I do not like the newer drivers , because I have a problem with playing dvd video format, they have me slow down , open player vlc ,mplayer

The easiest way to downgrade NVIDIA drivers on arch is to download the official Installer from NVIDIA website.
Go to https://www.nvidia.com/Download/index.aspx
or https://www.nvidia.com/Download/Find.aspx for advanced search
Choose driver and choose linux 64 bit. Download the prefered driver and extract the archive. Exit the X session if running and drop into tty and install using the install script.

Use a previous dkms version from the ALA.

As mentioned, do not ever install the drivers directly from nvidia. If you need to downgrade, do it properly: https://wiki.archlinux.org/title/Arch_Linux_Archive and pick nvidia-dkms and a corresponding nvidia-utils version as well as installing the kernel headers of your current kernel.
