Current version (since 2011-10-27) is 0.12.7-1.
Have you used http://www.archlinux.org/mirrorlist/ ?

I think you should always run 'pacman -Syu' before installing any new packages.

Yeah, that's what I was thinking too. An interesting feature for pacman would be for it to automatically check for and retrieve the latest version of each targetted package, and likewise to do the same for each package all the way down the targetted package's dependency tree and back up other branches where necessary. So that way -Syu isn't needed unless you want to update absolutely everything.

Rolling release is not conductive to such actions. Our devs explicitly say Arch doesn't support partial updates.

One of the new features of pacman 4 is the -S --recursive operation to upgrade a full dep chain.
