Can't map Fn F7 in fluxbox

I'm trying to the Fn F7 key combination in fluxbox to kick off a script to switch the displays between internal and external on my laptop. I simply can't get it to work.  The script works perfectly well when I run the command in the cli, but the Fn f7 never works.  using xev I've determined that the eycode for Fn is 151 and I've mapped it in .fluxbox/keys as:

151 F7:ExecCommand switchDisplay

with "switchDisplay" being the name of the switch script - which is on the path.  Other key mappings in the keys file work - just not this one.  I have also tried mapping other keys than the Fn one, but with the same result.

Any ideas?

Inevitably, having posted the question I discover the answer - sort of.  It does work if I have:

151 F7 :Exec switchDisplay

in my .fluxbox/keys file, but only if I actually press the F7 key first.  No idea why - but there you go...
