Just had same issue here. Looks to be related to TPM chip.
Workaround given to me in irc was:
# echo 'blacklist tpm_tis' >> /etc/modprobe.d/modprobe.conf
Don't fully understand the issue, but this fixed it for me. Haven't noticed any crazy side effects.

I've got the same issue, but it appears randomly. Sometimes I need to reboot twice before udev comes up. It's a very annoying problem, since I cannot reboot my machine automatically.

I have the problem as well on my Thinkpad W520. However, the problem only exists when using the discrete nVidia Quadro 2000m graphics. No problems when using the Intel graphics. It's reproducible with the exact same error message on Debian and Ubuntu too.

I have been having the same problem and it just started recently. I use a Toshiba laptop. Udev hangs at boot for about 20-30 seconds.

Jeffrey, you may want to check out the thread titled "Udev hangs for 30 seconds on boot" to learn about the problem of udev hanging for 30 seconds on boot!
The handful of causes are well elaborated (most common seems to be brcmsmac), as is the solution.
