I think not. RPM is a wrapper-like-script to a compression of some-sort. I think most of us feel lucky when we can successfuly use the rpm2cpio tools just to get at a (hopefully) useful binary inside an RPM. My current interest lay around the Win4Lin work by another member, rasat.
You would most likely have to use the RPM tools in an RPM-based distro and be sure to understand their structure(.spec files, etc.).

Actually, I think he wanted to know if PACMAN could be ported to use RPM instead of pkg.tar.gz, not if he could use RPMs on arch.
Im gonna guess yes, it could, but it would take some tweaking.
Hell if APT could be ported, pacman could.
But I dont see a point, pkg.tar.gz is a much better format than RPM, less cryptic and has better built in features.
