I have a number of mp3's with a large bitrate. Is there a tool that anyone knows of that I can use to reduce the size of these from, for example, 512 to 128?

the only way to do that is to re-encode them. use lame.

I think the highest possible bitrate is 320 Kbit for MP3. Remember: when you reencode an MP3, you'll have a lot of quality loss (you encoded it with lossy compression twice). So ask yourself if the quality loss is worth the smaller file size.
To make .wavs from .mp3s, you can use XMMS and set its output plugin to WAVE instead of ALSA/OSS/... Then you can use Lame to encode the .wavs to .mp3 again.
