installing grub 2. lose network after chroot

I've been trying to install grub2 following  https://wiki.archlinux.org/index.php/GRUB2 .
right after chroot the wiki says to run pacman-db-upgrade then pacman Syy. Runing the later returns error messages, failed retrieving file...
if I do exit, I can run that command and it works fine. Seems like going into chroot makes me lose the network. Is there a way to recover it? I'm really stuck here...

Try to cross-check the results of

ip addr 
ip route
cat /etc/resolv.conf

once before you enter chroot (i.e. after aif -p partial-configure-network) and once after you logged into the chroot.

There is a typo in the wiki,
It is

cp /etc/resolv.conf /mnt/etc/resolv.conf

not

cp /etc/resolv.conf /tmp/install/resolv.conf

I was just getting the same error.
