midi filter / velocity scaler for linux?

I'm looking for a midi filter for linux. An App that captures midi input and modifies the input according to user given rules (like multiply 150 to all velocity values..etc) and then routes the modified input properly.

I have a midi keyboard that can send maximum value of 100 (instead of 127) so I need a filter that normalize velocity value..

Any help will be appreciated.
