CD/DVD drive always runs at full speed

I have been using arch for a while now, but this is the first time I have tried to use it to watch a DVD. First, I followed the instructions at https://wiki.archlinux.org/index.php/DVD
I installed the necessary packages, opting to use VLC for playback (my preferred application for all video-related media). I inserted the disk and started vlc. I clicked "Open Disk", selected /dev/sr0 and the disk started playing as expected. However, the drive became very noisy. Returning to the instructions at the mentioned wiki page, I attempted to manually set the speed, both via the eject and hdparm methods. I have tried a variety of speeds (4, 8, 12), however, the noise persists (and as far as I can tell, the disk is still spinning at full speed). Searching this problem led to several more references to eject/hdparm, or to considering loose screws (which I'm fairly certain is not the issue). Furthermore, running

eject -X /dev/sr0

returns

and no other values. I did not have this issue using fedora 15 on the same laptop (replaced it with arch in October). Does anyone know what's wrong?

I thought you can control only your writing speed and not your reading speed!

ADDITIONAL INFO:

To confuse matters further, I today attempted to demonstrate theis issue to a friend. eject -X /dev/sr0 is still returning only 24. However, when I ran the same dvd in vlc, the drive remained quiet. Very confused now

Even I have noticed that Some Discs run loud. But not sure reducing the speed will take away the noise.
Mostly its an hardware issue, so it likely cannot be solved by changing settings.
How old is your drive?

The drive came with the laptop. It is about 18months old now (and the drive itself sees little use other than the occasional cd rip)

Some drives have to much free room in the tray, and this can result in a disc not being centered correctly.
This results in extra noise while spining.

Often cleaning the disk surface to get it more blinking (easier for the drive to detect it is centered correctly) and/or moving the CD/DVD in the tray to ensure it can move freely helps with this.
