is there any way to turn off the activities screen opening when all apps are closed as it is very annoying.

That is not the intended behaviour. You should do some debugging and try to figure what the problem is. Do you have extensions on, etc?

i have no extensions installed but have changed couple of .js files to remove the accessibilty icon from panel and also make the suspend into power off.
i am using gnome-shell not the fallback.
using nvidia driver 295.33.
i have done more checking and experimenting. it is only when i have say music player (rhythmbox) open in workspace 1 which i like to leave open and then use apps in workspace 2 and when i close the all apps in workspace 2 it opens the actitity screen. if i only use 1 workspace when i close all the apps it doesn't load the activity screen.
it is like it is letting you know that you still have a app open in other workspaces.
