[SOLVED] cpufreq only works sometimes?

Just installed Arch on a new laptop, that already ran Debian Linux, where cpufreq worked. However in Arch it is stuck on the lowest frequency (1.2 GHz), and cant scale up. This is the case most of the time when I boot the computer, but I do know that a few times it has worked, without me doing anything in particular.

My rc.conf:

Any suggestions would be much appreciated.

EDIT (solved!): Problem was the power supply unit (65W) to my Lenovo laptop wasn't giving the juice I needed. Cpufreq works with 90 W PSU.

EDIT (old): As I note below, this problem is also happening in Debian. I guess it was just a fluke that it was working right when I checked in Debian 6.0. So this is not an Arch specific thing, I guess.

I wonder if this has something to do with the fact that acpid and cpufreq might start in different order, since I'm starting them in the background in the DAEMON array. I've removed the "@" for these two, and will check next reboot if the situation is the same.

(my cpufreq driver is the acpi one).

@yasar11732 how do you start the cpufreq daemon? Could you post the relavent part of your rc.conf

Here it is:

MODULES=(ipw2200 acpi-cpufreq cpufreq_ondemand cpufreq_powersave cpufreq_userspace)
DAEMONS=(syslog-ng @crond dbus hal networkmanager slim)

I didn't know I was supposed to run them as daemons too, I only loaded required modules, sometimes it works fine, sometimes it doesn't.

Edit: I am using trayfreq to control frequencies.

OK, problem still persists, even when I have:

MODULES=(acpi-cpufreq cpufreq_ondemand)

Right now I'm using my laptop without any battery. I wonder if that might be the reason?

This is how my modules array looks like, seems like you are not loading the module for your cpu. What cpu do you have? Did you follow the wiki

I have an Intel i540 CPU (thinkpad X201), and I think I'm doing all the right things. I booted into Debian to see which module/driver was loaded there (also using acpi-cpufreq), but noticed that it's behaving the exact same way as in Arch (i.e. I was wrong in my first post about not having this problem when booting into Debian).

So it obviously can see all the available frequencies:

 available frequency steps: 2.53 GHz, 2.53 GHz, 2.40 GHz, 2.27 GHz, 2.13 GHz, 2.00 GHz, 1.87 GHz, 1.73 GHz, 1.60 GHz, 1.47 GHz, 1.33 GHz, 1.20 GHz

But yet it keeps on telling me that:

  current policy: frequency should be within 1.20 GHz and 1.20 GHz.
                  The governor "ondemand" may decide which speed to use
                  within this range.
  current CPU frequency is 1.20 GHz.

I'm going nuts over this.

The only solution I could find was to disable cpufreq until a workaround is found. I checked kernel's bug tracker, and couldn't find a matching bug report. I am not sure how we could report this, since it's not easily reproducable.

I think you should try cpupower, it works much better. More advanced too.

Just install it and edit /etc/conf.d/cpupower

Thanks for filing a bug report.

I've tried poking around in the BIOS but as far as I can tell, all CPU functions are enabled.

Also, I haven't seen cpufreq work for quite some time now. It's always stuck. I uninstalled it and installed cpupower instead but same thing there.

On Arch I have everything up to date, i.e. kernel 3.2-13-1, and cpufrequtils 008-2-x86_64
On Debian (same computer) I have kernel 2.35-5 cpufrequtils 007-1

I've investigated this further, and seems like it never works when I remove the battery pack, but it always works when I run on pure battery power.

Today I got a very good answer on irc.freenode.net ##ibmthinkpad channel (one that I hope will turn out to be correct):
