Aria2 won't use more than 1 connection no matter what

Hi. I live in a country with very slow internet. I use aria2c as pacman's download manager but for some reason, it will only use 1 connection despite me setting --max-connection-per-server=2.
I've tried every option that makes sense (-s 5 -x 5 -j 5) but still it will stubbornly stay at 1 connection instead of 5.
