gnome defaults time to 24 hour format

I'm having a very annoying problem that I've been able to track down effectively, but I'm not sure how to fix it. I'm using gnome shell and set my user to display time in AM/PM format. GDM displays time in 24 hour format. I've noticed that every time I "gksu" something, my shell clock at the top also switches to 24 hour time. I've tried to login to root via GDM, set root to display time in AM/PM format, but that doesn't seem to fix it. Anyone have any ideas on how to get my system to show AM/PM time always?
