I want to learn how the ecosystem works.
Do you have to ask permission to make and distribute a package? (e.g. you have to ask the authors about it). Do you have to follow certain rules to make and distribute a package? (e.g. you can distribute a package only when its announce appears on an official website).

While it is on the wiki, the right search term might be elusive to someone new to the "*nix ecosystem".
Check out the Licenses page. Your question depends on the specific license of the package in question, but you will find that most packages in the *nix world are under a couple of these licenses which are very similar for what you are asking.
Is there a specific peice of software you are thinking about?

Firefox allows redistribution with one major catch: They do not allow you to use the official name/branding, if you build a package from source, unless you have prior consent from them. (this is why arch packaged firefox without the branding for quite a long time)
