I would not delete files. Even if they aren't needed, they will just appear again when the package is upgraded.
Edit: Removed deleting gtk-doc from my advice, it's not just that package that places files there.

Makepkg used to do this by default so it is perfectly safe. In fact I wrap pacman in a script that deletes directories like this. The only package I know of that stores important stuff there is gtk-doc itself.

The only package I know of that stores important stuff there is gtk-doc itself.
I don't know what is considered important, but that is certainly not the only package to store info there:

There are apps that can slim down your system by removing docs, locales etc. e.g. bleachbit.
