Wbar everywhere

Hello!

I have installed wbar. It's cool, but I would like to access this bar everywhere. Now I should press Win-D to hide all windows and then I see bar.

Can I do so that when I move the mouse down the screen wbar is showed with some delay (1 sec) ? Or some other bar can do it?

You could consider simply having wbar "always on top". According to my sources (Google), you can do this by launching it with the "-above-desk" flag.
