You are not logged in.
Add a carriage return/CR at the end of it so that you have an empty line under it in the sudoers file, like this:
mostafa ALL = NOPASSWD: /sbin/shutdown ## end of file
and try again if that makes a change.

to my file . it work and I can shutdown my system by crontab .
