On some service start or stop, systemd show:
Warning: Journal has been rotated since unit was started. Log output is incomplete or unavailable.

I am not familiar with systemd, but this probably means that the log file has been rotated by logrotate. You can find the rotated log in /var/log/old probably.

/var/log/old is empty

It's systemd warning message inaccurate.
Check systemd-journal need user in 'adm' group, add user to 'adm' group or run it by sudo.

I had the same issue with sshguard.service. Restarting the service seems to have solved the issue.
