i want to make my desktop look somewhat like this.
i dont know too much on kde i just switched over to it from gnome.
the theme would be nice to know where to get but what i really want is the dock-like taskbar at the bottom.
does anyone know how to get this? thanks.

Ehm.. the theme? thats kde's default theme. only the window decoration is different. and that one is available in systemsettings -> workspace appearance -> get new themes
And on your screenshot i dont see any dock. Sure you posted the correct screenshot?
All i see is a normal taskbar, which simply has the quicklaunch switched places with the taskbar. And it has been made a little less wide..
You can change the panel by clicking the little cashew icon at the right. from there you can add some widgets or move existing widgets around. Also you can resize the panel in this dialog

The Panel looks quite normal for me. Just a little resized.
