HDD won't reliably go into idle/standby mode (even when not mounted)

I've got a SSD and a HDD in my laptop. As Arch and all my frequently accessed files are on the SSD, I want to leave the HDD in standby most of the time.

Using laptop mode tools I tried to put the disk into standby after 60 seconds by editing /etc/laptop-mode/laptop-mode.conf like this:

CONTROL_HD_IDLE_TIMEOUT=1
LM_AC_HD_IDLE_TIMEOUT_SECONDS=60
LM_BATT_HD_IDLE_TIMEOUT_SECONDS=60
NOLM_HD_IDLE_TIMEOUT_SECONDS=7200

But even when the HDD is not mounted, it rarely goes into standby (and never after just 60 seconds).

What am I missing?
