Arch-chroot is still just a chroot, but it takes care of some other stuff for you as well.  Look at the wiki page for change root.  It does that stuff for you.

This is true, it really is just a shell script.  In fact, I am pretty sure all the arch-install-scripts are just scripts... I guess that should have been pretty obvious from the package name though.
