I am trying to install arch on my new UEFI samsung ultrabook, I plugged in the USB stick before booting, disabled fast booting in the UEFI configuration menu, but when I turn on my computer, it simply boots into windows, and gives me no option to boot the usb stick.
When I disable UEFI OS booting and enable CSM OS booting it works, but that way I can't load the efivars module necessary for installing an UEFI bootloader like gummiboot, refind or grub.
How can I boot the USB stick in uefi mode?

Did you create the USB image as per the wiki? Also, it only boots correctly from dual mode (UEFI/CSM).
Once you do get it to boot, when you are in the choot, blacklist samsung_laptop so that you don't get kernel panics when you boot into your new install.

It is highly recommended that you read the forum etiquette page of the Arch Wiki. The forums in these parts do not tend to function in the same manner as more beginner oriented distributions, and it would probably be best for you to gain an understanding of the expectations while participating in these forums.

When asking for help, read the manual, do your research and provide details for those you are asking for assistance.
Learning is certainly encouraged, but the expectation of hand holding typically does not get the friendliest of responses. So in order to get along with the locals around here, use the google first. It it always nice to see newcomers succeed.

i did do research, i literally spent 2 hours googling it, found nothing that would help me
also, yeah, i did follow the steps for creating a bootable usb stick.
and no, my problem is it does not boot from uefi/csm mode at all, instead only windows boots

You did disable SecureBoot and change the boot order in the UEFI options to the USB drive, didn't you?

There are several reports of problems booting the current install media in UEFI mode.
You can improve google results by adding "site:archlinux.org" to your search string. This is actually a lot more effective than using the forums' own search function.

i did disable secure boot, but there is no option for boot order anywhere, i really searched everywhere in the uefi configuration

It's the first option under the boot menu: just hit enter then move the USB drive to the top.
You can also use Shift-1 to blacklist (!) the other drives to force it to boot USB
