The error is becoming quite disappointing. It seems that it needs to download the update and telling me steam needs to be online to update. But clearly my net is just fine.
Really haven't found any information on this. Especially for Linux.
Tried also on sudo, same thing happens. Also deleting the folders and files.. Nada.
Even deleted and reinstalled.
Running Steam on arch 32-bit

I've never understood the practice of, "if something doesn't work, try it again with sudo". If you manage to achieve anything, it's more likely be harm than good.
As for your problem, I suggest you look here: https://github.com/ValveSoftware/steam-for-linux/issues
Search for issues similar to your own. If you can't find any, create a new issue, providing as much information as you can that you feel is relevant. Aside from telling you to rename/delete your steam directories, there's not a lot we can recommend.

This happend to me too,
I could not complete the update, I have tried for more 20 times and nothing, the updater download 20~30mb and crash saying:
Error: Steam needs to be online to update. Please confirm your network connection and try again.
why the steam need to be updated? why the package in multilib repo does not have everything to run steam?

Steam is kinda of its own package manager and it handles its updates internally. AFAIK Steam includes lots of its own libraries and such. If they were included as part of the DEB file, the size would be significantly larger.
