Since the upgrade I've been having a lot of problems with the desktop. About once a day menu pop-ups stop working. For example, when you right-click on the desktop, or click on the KDE start button there is a brief flash of the outline of the menu but you never get the menu. After a reboot everything is fine until the next time.
Has anyone else seen this? Is there a fix?

Have you tried to delete the kde configuration folder and reboot? It is in your home folder:
~/.kde
or
~/.kde4
Can't remember which one is the correct one (haven't used KDE for a while). Also, try to delete the folder from a tty session, not KDE itself.

Not sure if it is related, but I am getting an unresponsive desktop if I wait for the Screen Locker to kick in with Desktop Widgets. Either the desktop "freezes", or screen goes black with a line across the top and left edges of the screen. This didn't happen until a couple days ago, and I'm not sure if it is: KDE, X, radeon driver, or all of the above. I initially thought it was a kernel issue until I confirmed it with all my kernels. I can get to terminals (Ctrl+Alt+F#), but journalctl and dmesg don't seem to be offering clues. The only thing suspicious is Xorg.0.log shows the last activity is defining video modes from config file instead of EDID. Restarting kdm.service as root is only workaround for the moment.

I get the same thing every now and then. Usually logging out and in fixes it. I haven't found anything in my logs indicating a problem. When I first did the upgrade I couldn't even get into KDE because of plasma-desktop crashes until I removed ~/.kde4. Since then, no more problems starting KDE but I sometimes have an issue at least similar to what you describe. Of course, some of the recent issues I've had with recent xorg updates have made things a little more difficult to pinpoint. On the up side, I haven't had any issues since this morning's xf86-video-intel, xorg-server and xorg-server-common updates. (fingers crossed, rubbing lucky rabbit's foot, etc.)
edit: Nope, that wasn't it. Still having the disappearing menus, etc.

Only deleting .kde4/share/config/kwinrc and kwinrulesrc solved my problems.

Finally got around to working on this again. Removed ~/.kde4. I'm running the latest KDE 4.10.1-1. The problem just occurred again.
It doesn't just affect KDE, but apps as well. For example the drop down menus in Firefox stop working. You only get a black box where the menu should be. Would that be handled by KDE, or something more low-level like QT?
lspci reports my video controler as "Intel Corporation Atom Processor D4xx/D5xx/N4xx/N5xx Integrated Graphics Controller".
