Serialization for automation

There seems to be alot of automation tools coming out (Ansible, Chef, Puppet, etc..). IMO it would be more "solid" and native to have CLI utilities accept input and output in a serialized form, instead of writting frail bash scripts around them and using return codes or scraping the output. Would it be a good idea (or even possible) to have all the CLI tools adopt some sort of serialization for automation?
