After last update I couldn't start wifi with #wifi-menu, receiving "No networks"
Trying to ip link set wlp16s0 up I got "Operation not possible due to RF-kill"
after boot:

Soft blocked: no
Hard blocked: yes
1: hp-wifi: Wireless LAN
Soft blocked: yes
Hard blocked: no
2: hp-bluetooth: Bluetooth
Soft blocked: yes
Hard blocked: no
3: hp-wwan: Wireless WAN
Soft blocked: yes
Hard blocked: no
4: hp-gps: GPS
Soft blocked: yes

rfkill unblock wifi does that:
0: phy0: Wireless LAN
Soft blocked: no
Hard blocked: no
1: hp-wifi: Wireless LAN

whose problem is this? It's obviously a bug with a workaround "#systemctl enable rfkill-unblock@wifi",
but I can't understand what causes this...
