usb enumeration error during boot

Hello I'm having an error that I can't seem to find any information on fixing. During boot I'm seeing an error

[    1.376399] hub 1-0:1.0: unable to enumerate USB device on port 2

If I disable usb 2.0 in my bios the error goes away. Hub 1 seems to refer to my webcam, but with cheese webcam viewer it works just fine. So strange.
