Shutting down takes 30 seconds

Since an upgrade of ArchLinux I did today, I need to wait around 30 seconds when using 'sudo reboot' and actually rebooting. Previously it would reboot almost instantly.
What's strange too is that the desktop environment just stays open.
If I look at journalctl, I see that systemd is now showing the following line (in red) that it didn't yesterday:

Jul 28 17:27:10 bobdesktop systemd[293]: pam_systemd(login:session): Failed to release session: Access denied

I'm not sure what pam_systemd is trying to access, so I don't really know what rights I should change to fix this problem. I've searched online for the pam_systemd line, but only found unrelated problems.
Did anyone else have this or a similar problem? Any idea how to solve this?
