I have been searching for a theme with these conditions:
- GTK 3.8 compatible
- dark (preferably black) menu background color, light (white) working area
- item selection in menu should be well readable
- scrollbar should have high contrast (dark grey on grey is not)
I have tried many but could not find the perfect fit. Currently I use Clearlooks-Phenix but it is only GTK 3.6 compatible and the menu background color is white. Any recommendation?
EDIT: BorderLineGtk3 is almost ok, but Geany is really not nice.

Yes the problem is the scrollbar.
There are some close candidates around and I have found a tutorial on how to make gtk3 themes so probably I will try to make some changes in one.
