I'm testing two possibility:
1. Office comp: plasma configs are removed, all updates enabled.
2. Home comp: problem libs downgraded and blocked from update.
Seems like first way is the most possible.
Only if you don't want to use plasmoids based on python: like veromix.

I don't think someone has to remove all the configuration. Just remove the offending python scripts from ~/.kde4/share/config/plasma-desktop-appletsrc.
E.g. remove:
[Containments][55][Applets][86]
geometry=1080,114,214,112
immutability=1
plugin=cpufreqmon
zvalue=545

the bugs filed as critical today ....I think its safe for now to just 'suspend' correct me if Im wrong all py widgets are suspect.....

On my PC the problem was caused my a KDE desktop theme called Volatile. I guess the engine used in the theme is incompatible with the latest versions of KDE and/or Qt, because, even after I deleted ~/.kde4/share/apps/desktoptheme.old, and it got fixed, when I setup Volatile to be the workspace theme again, the Settings application crashed.
