Intel i5 goes to 2.3ghz to 2.9ghz ??

Hi, I have a macbook pro early 2011 8.1 with an intel i5 processor, under Mac OS X it shows 2.3GHz, under a 3.8 kernel 2.3GHz too, but the 3.10 shows 2.9Ghz max frequency why ? Is it risky for my CPUs ?
