Grub not reading grub.cfg?

I've just installed Arch on a 2013 MacBook Air, using rEFInd and grub.
rEFInd boots fine, and then loads grub, which seems not to be reading grub.cfg at all. All I get is a grub console (NOT a rescue console, but rather, the normal console).

grub-install --target=x86_64-efi --efi-directory=/boot/efi --bootloader-id=arch_grub --boot-directory=/boot/efi/EFI --recheck --debug
grub-mkconfig -o /boot/efi/EFI/grub/grub.cfg

I've tried like a dozen other locations for grub.cfg (though I'm pretty certain that this is the correct one, I did so just in case).
There's no error, nothing. /boot/efi has the EFI partition mounted on it, and is a fat32 partition.

Any ideas?

It's rEFInd, not rEFIt, sorry.

It's rEFInd, not rEFIt, sorry.

grub-mkconfig should report finding kernels, initramfs's etc. Does it? If you really get nothing, that is definitely strange.

Can you boot successfully from the grub console?
