How can I disable my laptop's built-in cam permanently (/dev/video0), since it's completely broken and no longer gives an image?

Blacklist the uvcvideo module by doing this as root (or prefix with sudo):
# echo "blacklist uvcvideo" > /etc/modprobe.d/disable_webcam.conf
Upon restart the camera will be disabled (the driver won't be loaded).
