Recollect is a tool for managing local files that should be periodically updated from fixed URIs. A perfect example is the GHC user guide, the latest version of which can always be found at http://www.haskell.org/ghc/docs/latest/users_guide.pdf. With recollect, you can download the guide to a local path and update it with a single invocation of "recollect update". Recollect can even find local files that have been moved/renamed.
