a stop job is running for User Manager for 0

I have just done 4 fresh installs ( archlinux-2013.10.01-dual ), all result in the same problem where the system shutdown randomly can take several minutes with the message:

a stop job is running for User Manager for 0

This is a very basic installation ( base base-devel ifplugd net-tools ) and I have re-done the installation now over 2 different days from scratch.

It does not happen every shutdown, but randomly, sometimes the shutdown is immediate, sometimes several minutes.

I have googled and searched "a stop job is running for User Manager for 0" and can find very few hits and no apparent solution, although it appears to be associated with systemd.

Has anyone else encountered this and is there a solution ??

@fabioamd87, your problem was "start job" and "network manager", this is "stop job" and "user manager for 0"; also there is over half a year of time difference. I believe these two problems are unrelated enough.

@crankshaft, I have been experiencing this since I updated to systemd 208 (I think; could be 207, I don't remember). Sometimes it's only "user manager for 0" (root), sometimes "(…) for 1000" (my user account), sometimes both, and sometimes it shuts down gracefully. I think that not logging out before powering off the system increases the chances of this bug appearing, but it's only my casual observation, so I could be completely wrong. The only thing I find in the logs:
