Hi,
I'm failing to create a (approx) 10 sec video from a (approx) 25 sec one.
As can be seen the resultant file is WAY too small.
Please advise!

Why are you re-encoding instead of simply re-muxing? Using stream copy mode:
ffmpeg -i out.mp4 -ss 4 -t 10 -codec copy out2.mp4
