I changed the default icons in cinnamon from gnome to Moka using the Themes section in the settings menu. However appart from a few icons flickering there seems to be no change. If I now stop x and logout then in as root and startx, all the costom icons are loaded. Why does this happen? And how can I load icons on my user account?

You probably need to check rights for those icons, it could prevent access for other users. Use "chmod +r" on them to allow all users read files.

No that did not seem to do anything also if I run programmes as root the icons load, for example if I run the command:
sudo nemo
and icons will load inside that programme, in this case Nemo.

I am putting the icons in /usr/share/icons
Is there a place in ~/ to put them? I noticed ~/.local/share/icons and it is relatively empty, that way I would not be having any permission issues.

Create a ~/.icons folder and slap yours in there.
