but I have no ~/.ratpoisonrc file in my home directory.
Where is that?
I also have no /etc/ratpoison dir or file...

Not every package ships with a config / rc file. Grab one from the wiki or someplace else on the internet.

The upstream tarball provides a sample ratpoisonrc which is not included in the Arch package. You could post a feature request asking the maintainer to add it.
