My system had this problem for a while that whenever I start a wine application that has sound other applications on the system can't play any audio/video.
Every other sound source gets muted/frozen until the wine application is killed. This can happen with either wine or non-wine applications depending on what is starting first( audio from wine=no audio other than that and vice versa).
I tend to believe this is a pulseaudio bug since every now and then I get connection refused messages when running wine clients.
My system is completely up to date. I haven't found any other relevant solutions anywhere.
Update:
I tried switching audio drivers on mplayer when a wine client is running and nothing works, alsa, pulse, oss, nothing.
