[SOLVED] 1st boot: services failed to load, no login prompt

I just reinstalled Arch and some services fails to start:
Recreate Volatile Files and Directories,
Trigger Flushing of Journal to Persistent Storage,
Update UTMP about System Reboot/Shutdown,
D-Bus System Message Bus
and Login Service.

Is the reason somewhat obvious? The only unusual thing I did was setting nilfs2 partition for /etc. Could I do that? Also, I'm using reiserfs for /var (I will move it to reiser4 after I finish installation) and I've set the hook for it.

Solved. I needed to add nilfs2 module and shutdown hook as well as create my own hook which is mounting /etc before system really starts (it took me some time to figure that fstab is actually on /etc...).
