i8k can't control fan speed

I have a Latitude E7440 running Arch. The fan used to work well, but recently (without any update or change) it nearly got locked at the max speed, even when the system is idle.

As fancontrol failed to start I installed i8kutils. In /etc/i8kmon.conf I have

set config(0)    {{0 0}  -1  60  -1  65}
set config(1)    {{0 1}  50  70  55  75}
set config(2)    {{1 1}  60  80  65  85}
set config(3)    {{2 2}  70 128  75 128}

, yet i8kctl reports the fan status is "-1 2" when the temperature is 40 degrees.

Any suggestion will be appreciated. If anything else is needed, please let me know.

edit : To be precise, the fan is quiet after startup. After any heavy load task the fan starts and never stops. Executing i8kctl manually has no effect.

It seems the i8kmon monitor stopped working as the fan began quiet.

Is this possible to turn off fan with 'i8kfan -1 0'?
