I want to download a deb file from a ubuntu ppa. How can I do this from arch?

Same way as you would download any other file, either using your web browser or curl/wget and the URL of the .deb file.

What exactly are you doing? Are you sure the application you want to use is not available in the AUR or some unofficial repo?

I don't understand what you mean? How would I download the deb from this ppa?

Have you tried https://aur.archlinux.org/packages/apt/ ?

Usually you could just go to http://repo.acestream.org/ubuntu/ in your browser and browse for the package you want, however for some reason Acestream have disabled browsing directories on their web server so you have to do this the long way...
First download the package list using one of the following URL's...
http://repo.acestream.org/ubuntu/dists/ … 6/Packages
http://repo.acestream.org/ubuntu/dists/ … 4/Packages
Take a look at the downloaded package list (it's just a plain text file) and append the filename field for your required package to the repos URL to get the full URL of the .deb file, for example...
http://repo.acestream.org/ubuntu/pool/m … 4_i386.deb
