USB issues - all devices not working because of error -110.

So, everything has worked well some hours ago. Then I turned off my PC.
When I was turning on my PC, I noticed something odd - the num lock light wasn't on.
When it booted, I was unable to move my mouse or enter my password.
I pressed the power off button, then noticed the TTY getting spammed with "usb 1-3: device descriptor read/64, error -110".
So I rebooted. Nope, same issue again. However, after waiting some time I could use USB devices, but after another reboot I couldn't use them again.
No changes in hardware were made, so one piece of hardware taking too much power from the power supply shouldn't be an issue. The same issue happens when booting from the Arch LiveCD.
Any ideas?

During the last 'good' shutdown, did you perform any software updates? You mention not changing hardware, but what about software? Did you update the kernel?

Kernel is not the cause. When booting from the LiveCD, the issue also happens. Yes, I did a full update.
After a month of USB working normally, the issue happened again today. Any ideas?
Current kernel:

$ uname -a
Linux komputer 3.13.7-1-ck #1 SMP PREEMPT Mon Mar 24 06:10:55 EDT 2014 x86_64 GNU/Linux

There were only minor hardware changes: installing a new CPU cooler, and replacing the keyboard with a mechanical one.

Maybe it's a power issue? Try disabling some mobo peripals or switching current usb devices to alternatives. Some might draw more power than others.

I'll try to plug all devices into a USB hub with external power. I guess the PSU doesn't provide enough power.

Or maybe powering down your newly installed cooler. Especially if it's connected on a 3-pin instead of 4-pin.

It's on a 4-pin. The fan supports PWM.

Then I guess that switching PSU or removing as much periphals as possible is an idea.
