I did
# grub-install --target=x86_64-efi --efi-directory=$esp --bootloader-id=grub --recheck --debug
as described in the wiki. I did this in a chroot under Fedora Live because I can't get the Arch install media to boot properly in UEFI mode. Most of the system was installed in BIOS mode.
/boot/efi/grub/grub.cfg was created successfully and appears to be valid. Why wouldn't grub read it?

Are you booting in UEFI mode and have you installed
dosfstools and efibootmgr
