Applying kernel patch

Is it ok to apply the patch-2.6.15.bz2 into my 2.6.14.3 custom kernel?  Or should I from scratch the 2.6.15 kernel?

No, not ok - unless you also apply patches to cover all the other diffs in between. Easier to grab the 2.6.15 source, unless bandwidth is an issue for you.

only changes since the last patch was released, yes. You could apply each patch in order though.
