Is it possible and if yes than how to install Arch from offline?

Hello u,

on my work-PC I am not allowed to download files but I may use the CD-slot or USB-flash.

Is there any possibility to install a virtualbox archlinux with these options and if than how?

You want a virtual arch installation? Use your personal computer to install and update it and bring the virtual image to work on an external hdd.
If you want a native arch installation you could mirror the repositories on your external storage and use that to install and update.

Wont it be a lot of work ? I mean Arch is a rolling release system, it's not like once you have set up the system with the pre-downloaded packages there is no maintenance involved. What about updates and so on? or do you never planning on updating?

You may want to just make a persistent usb installation.  Bring it in, boot up to that, and run off the usb.  This way you can bring it to another computer to keep it updated.  Provided you are able to reboot the system there couldn't be a policy issue with this as you wouldn't be installing anything to the company machines.

+1 billion. Chances are the first thing your IT folks will think is that you're trying to circumvent their corrals.
