intel_pstate

Hi,

I have a laptop with a new intel CPU and it automatically uses intel_pstate of course.
But now I wonder: The frequency is always reported to be as high as the maximum possible frequency even when I'm really doing nothing, not even X is running.
Is this measurement wrong or is the governor not working correctly?
