Pulse Audio and Wine Volume Levels

I have just installed Pulse Audio and I am having problems with Wine audio levels changing depending on other software. If I run a Wine program on its own it will play audio but will not appear in the Pulse Volume Control. If I then open a Linux application such as Firefox and play audio, the Wine program's audio will set itself to the lowest volume track present. For example if only Firefox is running it will follow Firefox's volume dial.

In other words, Wine doesn't have its own PulseAudio volume dial, it will 'latch onto' any other track present.

Has anyone heard of this happening before? Any suggestions on how to fix it?

I have finally solved this problem by configuring Pulseaudio to use flat volumes as explained here, (the actual problem is outlined in the section after).
