Sound volume goes to 100% KDE

I am not sure if this is a bug or I have made an error somewhere in my installation.

I use KDE with phonon-vlc.

Whenever I get an system message ( like I search for something that isn't there or I unplug my charger )
I get a little "ding" to make sure that I know that I am aware.

This "ding" sets my audio volume to 100%
I use my headphones with a 20-30% volume.
If I was listening to music on my headphones this is really loud and obviously I don't want that.
But to make matters worse the volume is set to 100% and my music is kept at the lower volume.

This means that after such an event I cannot control my volume properly.
(being that my music is 20% of the overall volume and the overall volume is 100%)

I have tried muting the notification volume but I still get the loud "ding".

If this is a general bug who should I report this to?
I am not sure where this actually happens.
I am not sure what information that is relevant to this but my laptop is a lenovo x230 and all my packages are up to date.
